خيم الحزن والأسى على حي الشكارة في الأحواز، بعد العملية العسكرية الواسعة التي نفذتها قوات النظام الإيراني وأسفرت عن سقوط شهيد وعدد من الجرحى وسلب أراضي عربية جديدة.
وبدأت الحملة العسكرية بعد أن زعم شخصان من الفرس تابعين للحرس الثوري يُدعيان حسن دشستاني ويد الله مرعشي، بأن هذه المنازل والمحلات التجارية والأرض تعود ملكيتها كلها إلى المستوطنين، مما دفع قوات النظام الإيراني إلى التدخل بشكل عنيف ضد الأحوازيين، وأدى إلى وقوع أحداث مأساوية في حي الشكارة.
وأسفرت العملية التي بدأت يوم السبت الموافق 6 يوليو 2024، إلى مقتل محمد داود شاكر السميري – البالغ من العمر 17 عامًا – وهو أحد أبناء حي الشكارة، وإصابة عدد آخرين بجروح خطيرة من ضمنهم كريم الناصري وياسين الباوي، مما يعكس الوجه الوحشي لقوات النظام الإيراني الغاشمة في الأحواز.
ويمثل حي الشكارة الموطن الأصلي لعشيرة السميرات، ويتألف هذا الحي من نحو 400 منزل و72 محلاً تجاريًا، وجميعها مقامة على أراضٍ تمتلكها عشيرة السميرات مع أوراق ملكيتها الرسمية، مما يشهد على حقهم الأصلي في هذه الأرض العربية.
وفي هذا الصدد، تدين المنظمة الأحوازية للدفاع عن حقوق الإنسان، الاعتداءات الوحشية المستمرة من قبل المستوطنين الفرس على أصحاب الأرض من أبناء الشعب العربي الأحوازي، وبحماية جبرية عسكرية من قبل قوات النظام الإيراني.
وتشير المنظمة إلى أن مخطط التهجير في الأحواز العربية أخذ أشكال عدة كان أخطرها وأضخمها مشروع قصب السكر الذي يستهدف الهوية العربية الأحوازية والوجود العربي في المنطقة ككل، مرورًا بالكوارث الطبيعية التي اصطنعها النظام الإيراني مثل السيول والفيضانات.
وتؤكد المنظمة أن ما يمارسه النظام الإيراني يصنف وفق القانون الدولي بأنه تهجير قسري حيث يعرف بأنه ممارسة ممنهجة تنفذها حكومات أو قوى شبه عسكرية أو مجموعات متعصبة تجاه مجموعات عرقية أو دينية أو مذهبية بهدف إخلاء أراض معينة وإحلال مجاميع سكانية أخرى بدلا عنها، ويكون التهجير القسري إما مباشرًا أي ترحيل السكان من مناطق سكناهم بالقوة، أو غير مباشر عن طريق دفع الناس إلى الرحيل والهجرة، باستخدام وسائل الضغط والترهيب والاضطهاد، وهو يختلف عن الإبعاد أو النزوح الاضطراري أو الإرادي، باعتبار أن التهجير يكون عادة داخل حدود الإقليم، بهدف تغيير التركيبة السكانية لإقليم أو مدينة معينة.
وتوضح المنظمة أن ما يرتكبه المستوطنين الفرس وبحماية قوات النظام الإيراني من إجبار الأحوازيين على ترك منازلهم رغم امتلاكهم الوثائق التي تؤكد ملكيتهم لهذه الأراضي؛ يعد انتهاكًا صارخًا للقانون الدولي حيث تحظر المادة 49 من اتفاقية جنيف الرابعة الإخلاء القسري للمدنيين، كما أن المادة 51 تحظر الهجمات العشوائية ضد المناطق المدنية حتى بعد إخلائها.
وتضيف المنظمة أن المادة 147 من الاتفاقية ذاتها تعتبر الإخلاء القسري للسكان المدنيين جريمة حرب، خاصة إذا تم بشكل غير مبرر بالضرورات العسكرية، كما أن المادة 17 من البروتوكول الإضافي الثاني تعتبره انتهاكًا جسيمًا.
وعلى هذا، فإن المنظمة الأحوازية للدفاع عن حقوق الإنسان تدعو المجتمع الدولي والأطراف ذات الصلة إلى التحرك العاجل والفوري، وإيقاف طوفان الانتهاكات الذي ينفذه النظام الإيراني الغاشم ضد الشعب الأحوازي الأعزل بكافة أشكاله.
